Coordination of "production-life-ecology" perspective: spatial suitability evaluation and planning of National Science City, example from Zhongguancun Science City, Beijing, China

[Objective]In order to alleviate the pressure of the central city and develop high-tech industry, the Science City has become common in the world, but paying too much attention to the industry but neglecting the ecology and livability as a new city makes the Science City face urgent problems , such as water resource constraints, impulse to develop standards, and pollution of the environment, eventually it is difficult to form a livable environment to absorb the scientific researchers. This paper proposes a new technical framework to support the assessment of the land development of Science City from a PLE(production, living, ecology) perspective. [Method]The research process is to collect and process data -- determine the evaluation unit -- construct the index system -- determine the score value and weight --suitability analysis of land. In order to establish an index system of land suitability evaluation, which focuses the coordination of PLE spaces of Science City to guide regional planning, efficient and sustainable developing. This study is based on the analysis of impact factors, combined with the system theory, entropy method, as well as the territorial development suitability(TDS), takes the Zhongguancun Science City, which is known as "Chinese silicon valley" as an example establishing an new conceptual index system. The total research area is about 270 square kilometers, contains scientific institutions such as universities and enterprises, ecological elements such as canals and wetlands. [Result]This paper builds a three-level index system of PLE spaces, such as transformation cost, soil environment, etc., and determines the spatial partition of production, life and ecology through spatial superposition analysis of GIS platform. The space proportion is 14.0%, 31.7% and 52.3% respectively. [Conclusion]The paper proposes a spatial planning index system to coordinate the development of PLE(production, living, ecology), providing a new idea for the similar planning of new science city.
